Controlling Organized Crime Essay

Organized crime groups have been around since the 1900’s. The mafia who came from Italy and other countries to the United States started their business and became a nuisance over a period. The mob became a problem for society with their illegal activities such as gambling, racketeering and prostitution that includes other violent behaviors. The mafia was famous for manipulating individuals with their power and greed. These organized crime units became so popular that it took a group of FBI special agents and special trained police officers to shut down the most powerful and notorious organized crime units. This paper will provide definitions, principles, and theories from previous assignments, in which a thesis will be established regarding the control of organized crime. In addition, this paper will identify the problems presented and the various relationships created by organized crime. The legal limitations associated with combating organized crime, including a critique of the large federal laws and strategies that support this effort. Suggestions for a realistic solution to control organized crime by discussing and evaluating the effectiveness of organized crime organized crime prosecutions. Even though, Fear and intimidation makes it hard to bring members of organized crime groups to justice, organized crime and gangs is a major problem to society. It has destroyed many neighborhoods and families. Murder, drugs, prostitution, corrupt political officials and police departments have always been a part of the organized crime groups. These organized groups and gangs will continue to exist so long as there is fear within our society. It has destroyed many neighborhoods with drugs, prostitution, and murder and corrupt political and police departments. Many people believe that these organizations start from individuals who are living in high crime areas, who suffer from poverty and uneducated. The truth of the matter is that many of these individuals build their empires through their intelligence. They become structured organizations that many people fear. They use scare tactics to members of society that allows them to get away with their illegal activities. Society becomes some concerned that they were scared to report these criminal activities to the police. Organized crime and street gangs both uses their power and violent behaviors against members of their communities. Some criminal activities they are connected with including murder, extortion and bribery. These groups use a lot of scare tactics and intimidation against members of the community that continue to run down our neighborhoods with more crime. Describe the legal limitations associated with combating organized crime, including a critique of the large federal laws and strategies that support this effort. Organized crime consists of different ethical backgrounds and language barriers. They do not racial profile against these groups; however, to be of another ethnic origin makes it hard for an individual to join. Police used individuals who were familiar with their territory they are often from the same ethnic backgrounds who understand their language and how they operate. The problem that occurred with legal limitations was learning how the organized groups operated. They began to recruit from within to take down these groups. The groups used store fronts, trafficking, and other members to hide their illegal  activities. Many of their illegal operations evolved around money with educated people to cover up the transactions made it harder for law enforcement to arrest these individuals. Suggest a realistic solution to control organized crime by discussing and evaluating the effectiveness of organized crime prosecutions. Law enforcement at one point did not believe that organized crime will end. It may be targeted and decrease over time both the truth is organized crime will always exist and will be a part of our society and make it hard for police to bring these individuals to justice and prosecuted. One solution in preventing organized crime will be to charge all persons involved in illegal activities. To bring these people to justice and made an example. These individuals should face hard time for their illegal activities. Providing harsher sentences will deter individuals from joining these organized groups, or gangs are to show these individuals that they can and will be punished for their crimes. Bring more police power to high crime areas could also eliminate the initiation of these groups. Educating individuals on the importance of how not to join these groups could put trust back into the community. Provide more job training and alternative actions when they fear intimidation of joining these groups. Police officers should have extensive training that teaches how to conduct productive investigations could also eliminate criminal acts. Organized crime consists of members of a group who carry out criminal acts to gain profit and power. This action could include murder, abuse and intimidation among their members. The use of violence prevents members within a neighborhood or the group to come forward; this makes it hard to bring the organizers to justice. Organized crime groups and gangs act under some of the same structures that make it hard to distinguish if they are a gang or an organized crime group. They both promote within their groups as status quo. Many of the members are family of their leaders. One preventive method would be to keep taking down  these groups eliminate their ability to become successful. Organized members or gangs often choose to live their lives as criminals and thrive on performing illegal activities. Their use their fame and power to intimidate and promote more members. These are self-employed criminals who sometimes do not see a way out of their criminal behavior. Organized crime and gangs will never end. However, the police force is continuing to look for ways to eliminate these groups. Many of the laws that are in place to crack down on these operations are not the most efficient. One way to remove some of these illegal activities is to legalize some of their business profits. According to Lyman (2007) â€Å"there are theories in organized criminal theories that help to the understanding of criminal organizations. There are three methods of organized crime that assist to the understanding of criminal organizations. The first theory is the Alien Conspiracy theory, which blames outside influences and outsiders for the rise of organized crime in American society. Second, the Rational Choice Theory is when a person weighs the pros and cons of living a particular lifestyle; in addition they also know what the consequences of their actions are as well.† Finally, the deterrence theory is when punishment is instituted as a threat to deter others from offending. Clearly deterrence is an opinion many studies states that criminals who are arrested are not necessarily deterring from criminal behavior. Globalisation VS regionalisation Essay

Discuss with the Introduction to part III (pp. 289-293) and Chapter 20 in Stubbs & Underhill as a starting point the relationship between globalisation and regionalisation. Characterise in continuation of this the differences between regional integration in Europe and The Far East. For instance, you may reflect upon whether the recent financial crisis has set a new agenda for regional integration (Stubbs & Underhill, Chapters 21 and 24) In the past decades, numerous trading blocs have been created throughout the world, playing a significant role in the world economy and trade. However, as regionalization became of an increasing interest, there has been much discussion on its effects on globalisation and their relationship, as it is the other important trend in the world economy development next to regionalization. Discussion on the relationship between these two trends has been filled with ambiguity and will be clarified through the following pages. Furthermore I will take a look at differences between regional integration in Europe and Far East in regards to globalization. Additionally the impact of the recent financial crisis on regional integration will be discussed incorporating my own understanding of the subjects. Historically, before 1980, globalization was perceived rather negatively, leading to efforts of governments to protect their markets from the global competition by encouraging regional developments. Accordingly, regionalism was their response to the need for stressing their independence from global economy, caused by the growing force of globalization. 1 After the end of Cold War, globalization started to be perceived not as the ? enemy? , but more as a phenomenon of the age that has the capacity to bring advantages of a significant scale to those who can keep up with the flow and adapt to the changing enviroment, shifting the emphasis of the philosophy of regionalism into „ positioning a region so as to strenghten its participation in the global economy in terms both trade and capital flows. â€Å" 2 Furthermore the economic globalization affects the state also in political terms, creating a need for transformation of nation-state into competition-state as the nation-state can no longer protect its market in the same way as before, due to political globalization. Due to increasing global competition changes are made. These changes affect the states in a way that reduces their domestic political effectiveness and autonomy in order to enhance international competiveness. 3 In that sense, one of the crucial factors that triggered expansion of regionalism after 1980 was the political globalization. More specifically, the speeding globalization has led to increase in sense of regional identity, resulting in greater perception of common economic political and cultural interests of neighbouring countries that distingiush them from the rest of the world, enabling these countries to realize the benefits emerging from being a part of a region,4 and consequently the fast development of the European Union encouraged the need to counteract its increasing collective economic power. 5 „ The comparative advantage of the regional project is that it may be more effective in governing globalization than the nation-state while at the same time potentially offering more legitimacy and collective identity than globalization itself. â€Å" 6 Throughout the literature, scholars argue that the trends of regionalization and globalization reflect counterproductive relationship, as they stand in opposition to one another. Such tighter connections, as provided by regionalization, can lead to greater preference for trade with countries within the region, rather than in a global scale, which can be perceived as a concerning fact in relation to globalization. However, as I perceive it , these two trends do not compete, on the contrary, they complement each other. Regional developments strive to put states on fair trading terms, resulting in stronger regional economies. Stronger regional economies enable states to participate in world trade more effectively and therefore, regionalization contributes to the overall expansion of globalization. Similarly, in order to diminish the growing regional competition, states will form regional trading blocs and therefore, globalization contributes to the deepened regional trade. „New regionalism†¦ rather than being constructed in opposition to globalisation, it is, on the contrary, buttressed by a growing enmeshment while at the same time creating an institutional and political capacity to ? modify the conditions of globalisation. â€Å" 7 Regional integration of European Union (UN) has a comparatively longer and more intensive tradition compared to East Asia. Europe was the first one to realize, after WW2, the interdependence between its own welfare and stability of the region they were located in, expanding the European regional organizations, which they managed to reboost after the end of Cold War. After the period of euro-scepticism and euro-sclerosis, the goal of relaunching of Europe became of an increasing importance. This was intented to be managed through the unification of european market. Deepening globalization led to strenghtening neo-liberal forces, which meant the commitment to global free trade, i. e. internal and external market globalisation, with the aim „ to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. â€Å"8 Different reasons for the formation of regional groupings reflect different circumstances surrounding the actors. The Association of South East Asian Nations (ASEAN), for instance, represents smaller or economically weaker countries that may seek for the regional integration in order to resist the emergence of a regionally dominant state. Conversely, as with the candidates for EU, they may choose to link themselves as closely as possible with the regional leaders. In case of EU, the regionalization is a result of political, institutional, and cultural factors as well as those related to transformation in corporate organization. This can be explained through the link between the region and the identity, that is most advanced in Europe. Inspite of representing the most advanced form of integration, the member states of the EU, especially the larger ones, do not appear ready to give up the role that they play individually in the regional and global settings, but still, to a large extent are involved in â€Å"steering† both regionalization and globalization collectively, that is, through the EU and its institutions. The East Asian crises emerging in 1997-98 had two main implications for the political economy of the region. Firstly, the increase in discussions about regional integration as a more intensive regional co-operation became desirable, leading to expansion of ASEAN by the participation of China, Japan and South Korea. 9 Secondly, the crisis enhanced the prospects for the continued development of an â€Å"East Asian† , as opposed to a â€Å"Pacific†, understanding of the region. 10 At the same time, two significant trends arised including the growing interest in monetary co-operation and bilateralism. Regarding the monetary integration, in contrast to EU, East Asia has failed to attempt to establish an Asian Monetary Fund, continuing in search for new monetary regionalism. Secondly, the growth in bilateral trading agreements can be partially explained through the growth in interregional agreements, such as between EU and MERCOSUR. EU gaining competitive advantage in the field of political agreements on market access in other regions leaves other actors in position of cathcing up with EU in this circle of bilateral competition : „ The more Europe and other regions integrate, the more will East Asia, not the least China, turn from its traditional bilateralism towards increased emphasis on regional co-opertain as a political instrument. â€Å" 11

If the choices are good, they will be rewarded with good fate; and if the choices are evil, they will be given a similar fate. However, in case of Oedipus, his fate was decided at the time of his inception (Frank, 5). He was never given an option to change his path. A prophecy was disclosed at the time of Oedipus’s conception and it was this fate that determi ned an uneven life for Oedipus with tragic consequences. The way the role of fate has been emphasized in this play is highly plausible. All the successes and failures of Oedipus’s life depended upon his underlying fate. The prophecy disclosed that he was bound to kill his own father and then marry his own mother, and his whole life led him to that one inevitable moment when he fulfills his destiny. Upon hearing the prophecy, his father attempted to get the infant Oedipus killed and he had several narrow escapes from death. His mother was supposed to kill him but due to her motherly love, she was unable to do so. The servant, instead of killing him by hand, decides to leave the infant at mountain top to die due to exposure to severe weather. After escaping death once already, Oedipus does it again when a shepherd finds him and saves him from the mountain top. This is where the actual tragedy of life decided by his fate starts to unfold. The shepherd takes Oedipus to Corinth wh ere he is taken by King Polybus. Oedipus is raised believing that King Polybus and his wife Merope are his actual parents. He remains unaware of this fact throughout his life. This is one of the ways of fate through which he is led towards his ultimate destiny of killing his own father and marrying his own mother. The way every single event of Oedipus’s life has been depicted in the play emanates his underlying fate. No matter how far he gets from his actual parents, he comes across them in the most unlikely of circumstances and fulfills his destiny without even realizing the truth. He ultimately kills his own father on his way to Thebes and takes over the throne. He marries the King’s widow who was his own mother and he bears several children. He remains satiated until the truth unfolds. It all started with the birth of philosophy, in the place of Greece and was spread worldwide. All cultures in all forms; prehistoric, medieval, or modern; Eastern, Western, religious or secular have their own unique schools of philosophy, arrived through both inheritance and through independent discovery. Such theories have flourished from different premises and approaches, examples of which include rationalism (any view appealing to reason as a source of knowledge or justification), empiricism (theory of knowledge that asserts that knowledge comes only or primarily from sensory experience.) and even through leaps of faith, hope and inheritance. There may be different kinds of philosophical school, but the goal is to understand the development of philosophical ideas through time. Philosophy of education as such does not describe, compare, or explain any enterprises to systems of education, past or present; except it is concerned with the tracing of its own history, it leaves such delving to the history and sociology of education. Analytical philosophy of education is the logical positivist principle that there are no any specifically philosophical truths and that the basis of philosophy is the logical resolution of thoughts. This may be contrasted with the traditional foundationalism, which considers philosophy as a special, elite science that investigates the fundamental reasons and principles of everything. As an outcome, many analytic philosophers have considered their exploration as continuous with, or subordinate to, those of the natural sciences. Through this, one can conclude that most of the human beings would rather live a comfortable, happy and familiar life, than a life full of obstacles and pain, which would ultimately lead them to the larger truths of life. Sustainable Tourism: Development Challenges Introduction Tourism is an ancient phenomenon and already the people during the times of the Mesopotamian society travelled. However, tourism only started to expand significantly post-Cook are of 1880 and mass tourism appeared post-war 1950’s (Weaver and Oppermann, 2000). Following were rapid, uncontrolled and unsustainable tourism destination development as can be observed on the Spanish Coast, where large hotels make the once regional, physical and social structures indistinguishable from many other mass tourism coastal areas (Richards and Hall, 2000). This chaotic mass tourism has led not only to irreversible environmental, socio-cultural and economical damages, but also has it made those destinations undesirable to tourists. And in fact; â€Å"There are examples from almost every country in the world, where tourism development has been identified as being the main cause of environmental degradation† (Lickorish and Jenkins, 1999:85). Therefore, sustainable tourism development seems to be one of the fad words of modern tourism management, and is thus on all the tourist companies’ agendas. The following assignment will investigate the issue of sustainable tourism, how â€Å"serious† and complex the subject really is? It will by no means be an extensive assignment, due to the time and word limitations at hand. Therefore further research would need to be undertaken to gain a full picture of the issue. Discussion Sustainable development and ethical tourism? Sustainability is a contemporary issue in tourism development that came in fashion during the past 20 years (Winpenny, 1991). Considering the Brundtland Commission in 1987, development is sustainable when â€Å"it meets the needs of the present without compromising the ability of future generations to meet their own needs† (1987, cited in Winpenny, 1991:3). A different definition of sustainability is offered at the Globe ’90 Conference in Vancouver: â€Å"Sustainable tourism development is envisaged as leading to management of all resources in such a way that we can fulfil economic, social and aesthetic needs while maintaining cultural integrity, essential ecological processes, biological diversity and life support systems† (Tourism Stream Action Committee 1990, Ledbury cited in Hein, 1997:30). These definitions show how complex the subject of sustainability is in its very nature of having to encompass so many things. And also â€Å"In the USA GNP per capita is $24,240 whilst in Kenya it is $964. Are the needs of either countries population met? And who is to decide what these ‘needs’ are? The UN? Or perhaps the World Bank, who service the ‘needs’ of developed economies by removing greater wealth from Africa through dept repayments than is injected through meagre aid budgets? This reality – that some people meet their needs by preventing others from meeting theirs is overlooked† (Butcher, 2003:131). Therefore leaving the choices those countries (third world) are faced with is to accept aid or investment on the terms offered, or not accept them at all (Butcher, 2003: 123). Now the question is, is this really sustainable, and most of all ethical? The impacts of tourism are divided into three elements; economical, environmental and socio-cultural (Coltman, 1989). Therefore, it could be argued that the sustainable discussion should be looked at in those three headings. According to this concept of sustainable tourism there are three points that are to be achieved through tourism development: Increasing economic value of tourism An improvement in the life quality of people Protection and responsible use of natural resources (Keyser, 2002) McKercher (1993:131) states that â€Å"the inherent vagueness of â€Å"sustainability† is its greatest weakness† and he notes on how the term is used to legitimize and justify activities and policies by the industry and the conservation movement for mutually exclusive activities. McKercher is not the only one supporting views along this notion. Smith and Duffy (2003) argue that business ethics is about reacting to customers’ values and expectations and is merely an attempt to improve an industries image and thus increase its sales. Along with this fad for sustainability, many new terms for alternative tourism have emerged. Hein (1997) actually suggests that many of those new forms of tourism, like green, progressive and alternative tourism is purely a reaction to the contemporary green and environmental movement that we are experiencing in Western societies. Therefore, that would then imply certain superficiality and that this whole trend is more about attracting customers, rather than being really concerned about sustainability. However, Fennell (2003) on the other side notes that the trend has initiated many new fashionable tourism forms, like ecotourism, which when applied properly, should be beneficial. However, caution should be the word to consider, as those labels are easily abused as marketing tools. The chances of marketing abuse is debatably encouraged by the argument that consumers are driving this movement at least partially, as their demands are changing when it comes to the consumption of tourism services. Goodwin (cited in Jenkins et al. 2002) argues that the movement for responsible forms of tourism is beginning to impact mainstream consumer preferences. And Butcher (2003) notes that there has been an important shift to a growth in ethical consumption, not only in tourism, taking Body Shop as one success example. And while this ethical tourism is debatably having a clean image of being â€Å"good†, it may not be all as shiny as it sounds. â€Å"Ethical consumption ends up moralizing about exaggerated problems between people, hosts and tourists, and moreover, neglects an assessment of the social inequalities that characterize relationships between nations† (Butcher, 2003:3). He also argues that the promotion of nature-based tourism shows little prospects in regards to the potential to address the real problem, namely the poverty and inequality. A good example is Ethiopia and the case of the 5 star Sheraton Hotel in Addis Ababa. The owner of the hotel was praised for his sensitive treatment and re-homing of the shack-dwellers who used to live there. However, the area of this luxurious hotel is surrounded by poverty. And for being in one of the poorest countries in the world, it is questionable of how moral it is to rub such wealth of a luxury 5 star Sheraton Hotel into the faces of the people who have to live under extreme poverty (Smith and Duffy, 2003). Codes of ethics and chain of distribution and the impact on the tourism industry Firstly one should outline what exactly a code of ethics is. A â€Å"†¦.codes of ethics or conduct are lists designed to elicit a change in behaviour of particular stakeholder groups; a form of compliance for acceptable behaviour at a tourism setting† (Fennell, 2003:11). Environmental commitment, responsibility, integrated planning, environmentally sound management, cooperation between decision makers, and public awareness, are according to Genot (1995, cited in Fennell, 2003) the core principals of any code of ethics. One can easily recognise the complexity of the subject, especially when considering that it has to be applied to everyone involved in the tourism process and hence all the chains of distributions. Arguably a code of ethics could have positive impacts on the tourism industry and its channel of distributions. Simply because it would clarify what exactly ethical and sustainable development and tourism is. However it would prove almost impossible to monitor al the chain of distribution outlets. And also may the codes be against certain chains own value system, which bring us to the locality of ethics which will be discussed later on in the assignment. Wheeler (1994, cited in Fennell, 2003:186) is also critical of the implementation of codes of ethics and the sustainability and ecotourism trends, and so he notes: â€Å"†¦ a never-ending series of laughable codes of ethics: codes of ethics for travellers; codes of ethics for tourists, for government and for tourism businesses. Codes for all – or, more likely, codeine for all†¦. But who really believes these codes are effective?† In Zimbabwe there is the aid-funded Communal Areas Management Programme for Indigenous Resources (Campfire). Limited ecotourism and game hunting are organized here where the revenues support the rural population. While this is advertised as appropriate development but is this symbiosis per se a good thing? (Butcher, 2003). And moreover, how is it going to be possible to ensure that everyone adheres to the code of ethics, when the people are rural and unable to identify with the Western values and ethics system? Fair trade and ethical tourism Ethical tourism has been said to be synonymous with sustainable tourism, alternative tourism, appropriate tourism or sympathetic tourism (Hall and Lew, 1998). Hall and Lew (1998) argue that it is Western values and ethics that provide the base for the implementation of the concept of ethical tourism, and in thus impose its Western culture on the host domination. Is this then ethical in itself? Following are some examples for fair trade and ethical tourism initiatives illustrated in the case of the Gambia: Fair Trade practices in tourism (just like Fair Trade bananas) are being established by the Gambia Experience in conjunction with Tourism Concern (Author Unknown, 2002). TUI and First Choice take part in a revolutionary scheme to raise awareness of under-aged prostitution. Therefore the Crimestoppers lines in the UK now accept calls from holidaying British people. Those tourists have on their flight into the Gambia been taught the signs, and encouraged to report inappropriate behaviour of under-aged prostitution (Baldwin, 2004). The Gambia Tourism Concern has various initiatives; a street newspaper called Concern Magazine, an in-flight video aiming to raise awareness and encourage appropriate behaviour (Smith, 2002) and there is a weekly radio programme for the locals, educating them about issues of tourism (Williams, 2002). This debatably is to inform both, the tourist and the locals, of appropriate ethical behaviour towards the other party. Conclusion The definition of sustainability and hence the term sustainable tourism can be interpreted in various ways, and thus makes measurement a difficult task. It is questionable whether sustainability in tourism really does exist as there are always some aspects of concern. However, sustainability and ethical consumption seems to be in fashion, and hence making the possibilities of the terms being (ab)used for marketing purposes even bigger. To clarify the standards for sustainability, ethical codes should be implemented across the tourism industry. However, this again in itself might pose an unethical aspect, as it might impose culturally dependable aspects on host communities, and what is right in one community, may not be right in another community. Also would it be impossible to control the adherence of the different chains of distribution units. To conclude, it could be said that there is no single answer to this complex conundrum of sustainable and ethical tourism. And while there may be some superficiality in its use within the industry, it may be questioned whether it is not at least better to have some effort, than none at all.
